Tell your mother whenever you want. You're an adult. You can do what you want whether she approves or not. Your mother is no longer obligated to coddle your self-esteem and you are no longer obligated to obey her.
If you were my kid, I'd hug you and tell you to have a nice time, and then I'd hand you a 30 day notice to vacate and tell you to pay for your own college. I'd be very, very nice about it, but I would make it very clear that if you're adult enough to borrow money for a vacation, you're adult enough to pay your own way in life. If you want my financial support, you do things MY way. If not, that's A-OK too. Adult freedom comes with adult responsibility. Decisions, decisions.
