All I can tell you is this. Have you been charged with violating some code? If yes, look up the exact code that they have charged you with violating at the office of the city clerk. Get a copy of it. Now read and understand every word of it. Get outside help with that, if necessary. Have you, in fact, violated the code? If yes, then you will be found guilty at a trial, and punished. They will likely want MONEY.
In my state, if a motor vehicle does damage to a house, it is covered by mandatory Property Damage car insurance coverage. The insurance of the driver of the vehicle would be liable and responsible for the damage caused. Is that how Nevada does things?
You are not building anything. There is no NEW CONSTRUCTION. You might seek the advice of a lawyer. Gulp!
You don't get any permit AFTER the fact. You need to find out if you are just being bullied, or if you have in fact violated something.
PLPD means Personal Liability and Property Damage.
I don't know one single person, who when threatened or charged by a governmental official, that ever seeks out the words of the code or ordinance or law or statute, to read for themself. Often, the governmental official who threatens doesn't even know the words of their legal authority.
