What good is the Inspector Generals report on the Hillary investigation when they are already saying the report will not change the FBI and?

They are saying even if she committed crimes and the FBI covered it up she wont be charged.

Why is that? Thats not double jeopardy.

It likely will be critical of releasing information about an ongoing investigation that most likely hurt Clinton in the election. The exoneration expected by Trump and his followers won't be there but they will claim it is anyway.
