There are countries where the syllabus get changed frequently. In such cases it would be advisable to return your textbook on their last day in school or at least within the following year. Failure to do so means you might bring back the book to school and it gets rejected for being useless in as fair as the then current syllabi is concerned. You will be forced to buy a new copy of the then current syllabi and will not know what to do with you old copy.

You mean you don’t return school text books and just keep them. You don’t receive your report card. You won’t get your transcript until the books are returned and the fine is paid.

At most schools, if you don't return your textbooks they do not release your grades...it's the same as if you failed every class.
You don't go to the next class. If you're a senior, you don't graduate.
