Why do Asians consider it inappropriate to look someone in the eyes when talking to them?
have heard the Japanese consider it inappropriate for some reason and avoid eye contact when talking? what do they look at instead and why?
which other Asians are this way? why not Europeans or Americans where eye contact is expect or it might be considered rude or unfriendly or suspicious?

It has to do with rank/social status. Been that way for centuries. You don't look your superior in the eyes as it may be seen as insubordination. It was enough to get you killed in feudal Japan.
