So far North Korea has test detonated five atomic and one hydrogen device. They have test launched dozens of long range missiles. Your contention they do not have a viable nuclear program has already been debunked.

If that were true, as long as everyone kept it a secret, it still looks like a win. A few billion to NK to pretend like they had a nuclear program, and pretend like they destroyed it, would be a pretty good deal for both sides as long as the public didn't find out that it was a lie.
What if they aren't lying and they do denuclearize, but the US never writes the check? Who wins then?

We do. We spend far more than a few billion a year to militarily prop up South Korea.
Indeed, I would tell North Korea that we will instantly double their GDP (12 Billion a year), if they get rid of their nuclear weapons and demilitarize to the point of being able to defend themselves from an attack, not initiate an attack.
Further, if they will agree to move toward a Chinese-like mostly free market economy and give their citizens more rights, we will open up trade with them and provide them with experts who can help them make the transition, much like we provided Japan with experts to make their transition after WW2.
