MLB Pace of Play?

New rules limiting mound visits were put in place this season to cut the average time of an MLB game. In 2016 the average time for a 9-inning game was 3 hours. Last year that increased to 3 hours, 5 minutes. So far this year the average time to play a 9 inning game is 2 hours, 59 minutes. So far this year the average time to play a 9 inning game is 2 hours, 59 minutes. The rule change is working but not well enough.
One avid fan, who also happens to be a college professor, as proposed enacting a rule that requires a pitcher to face a minimum of 3 batters. Team now use 4 pitchers per game, on average, so I'm not sure how much of an impact the rule would have, but it could make things interesting late in games.
