Why is Singapore the world's "safest country"?

Because of harsh punishment. You get publicly beaten with a stick if you're caught even drinking water on the subway or chewing gum in public. I'm not kidding.
I'm not sure if you remember this, but some years back, there was an 18-year-old American boy, a senior in high school, who went to in Singapore with his mom and was with some other boys there and spray painted some graffiti on a car. He got strapped to a pole and caned for it. The entire Untied States was up in arms about it.
