can I get compensation for a vicious dog bite to the back of my leg that required surgery if I do not know who owned the dog.?

From who? The only party responsible is the owner of the dog. No one else is going to pay you a dime.

You file a report with animal control and the police. Give the dog's description.

To be compensated, then you would need to know (who) the dog’s owner is, to sue them.
But, (no) there is no government agency that you can file a claim for compensation, which I am guessing is what you are asking about.
But, by googling, I just found out that in each state they have a violent compensation program that you (might) qualify for..

Not sure who you would get compensation from, the owner of the dog is the only one liable.

You can submit a claim to YOUR insurance company.
The ONLY other partyy that can be held liable is the owner of the dog.

Not anywhere that I've heard.
Why would there be a fund for this?
