Why do we give away out technology to the copycat Chinese?

We should not be giving away our technology to copycat state owned Chinese companies. At this point we basically subsidize R&D for China like we subsidize Europe's military. They should at least PAY for some of it, that's how trade works! Not something intellectual property thieves understand.
