I have a weird white line across my gum near the tooth havent been able to brush them and they bleed alot it even hurts and turns inflamed?

Mainly because my water has broken down and i even had bad showers. Also i have another area on top of my teeths above this gum it bleeds also but turns like white after it stops bleeding but i can still feel the soreness
