Not sure what you mean...
If the live stream broadcast begins at 11 pm on the west coast, then it <<cannot>> possibly begin before 3am on the east coast. The signal does not exist before then. Even if you connect to a VPN and piggy back off of a server in the same time zone as the festival, it cannot broadcast something to you before it has started.
Is there something more to your question?
Sorry, still not clear. Is the broadcast being intentionally delayed like is done with TV shows? Or, are you just thinking about the physical delay due to the fact that the signal can only travel at the speed of light.
If the first, then maybe using a VPN to connect with the website from a CA IP address, might get the show in real time, but I have no way to know that.
If the second, then there is nothing in the world that can make the signal get to you faster, but you are talking a tiny lag, and most of that delay will be in the networking and your own internet speed. You will always have network delay no matter what server you connect to.
