I need help with an Arithmetic math problem?

The U.S. Treasury Department spends 3.5 cents to manufacture every quarter. 3.5 cents is what percent of the value of the coin? I can't figure this out

    Just divide:

    3.5/25 = 0.14 = 14%

    a quarter is 25 cents

    So now the question is 'What percent is 3.5 out of 25.

    You can go to the trouble of putting this in your calculator as 3.5 / 25 and figure it out

    Or you can say to your self in your head that 3.5 is to 25 like 7.0 is to 50 (double both)

    and then double it again 7.0 is to 50 like 14 is to 100

    And if you can not make 14 out of 100 into a percentage, then may God have mercy on your teacher.
