There is a nice Mr. Gatti's pizza buffet in my town. Rent a side room and invite them to all come. Tell them the meal is pay as you go, so they will need to buy their own. also tell them someone needs to bring a cake and ice cream, and everyone needs to bring a nice gift. They have an attached game room.
Hey, if they don't show, you will still have a great time. If they do, more gifts! Whee!
You could also see if the local Roller or Ice Skating, or Bowling center does birthday parties or has a room that can be reserved.
You could have a roaming dinner, where each friend and their family present one part of a meal - salad course, entree, side dishes, dessert, etc. Go to each house in succession, and if they have a gift for you, you can open it with that family.
You could have a photo scavenger hunt, listing many items and driving directions. Each has to figure out the clues properly and find the location and take a photo on their phone. One item could be a farm or park pond with a small island - and the clue would be - a place on x road where Gilligan could find happiness.
Have a costume party. Make each guest go to Goodwill and buy the cheapest, tackiest outfit they can find. At the end of the party all the clothing is donated back. It's a great party and Goodwill gets to sell the clothing twice.
Make each of your friends come up with a simple carnival game such as ring toss or busting balloons. Build it and bring it (with prizes). Have a carnival!
