A brochure is a type of advertisement, a leaflet or booklet that is an independent object and not embedded in another medium. It is a portable item of its own. Brochures are often written on one sheet that is folded, with each fold treated as a separate page. The apparent reason that the document you ask about is considered a brochure is that it exists as a separate sheet or document (image in upper right corner of your pic, although I cannot tell if that is a calendar advertisement rather than a brochure from the small image). You cannot say solely from the content (center text in image) whether it is a standard advertisement or brochure, or what. It is not a question of content, it is a matter of format.

A brochure is a dedicated booklet or leaflet, specifically explaining about an attraction or item.

An advertisement is something like a page display in a general magazine to highlight it.

So an advertisement would invite you to send off for a brochure, but both are ways of promoting a sale.
