If you are the only one putting money into it, then it's not really a joint account, it's a bank held cookie jar that he is putting his hand into. Move the money that you put in the account out of the account and put it in your own account, then see what he says about it. When he asks about it, just let him know that because it seems like the account isn't being used for an emergency fund as intended, you've decided to stop funding it. If he wants to contribute to it again, you'd be happy to match whatever he puts in it, but not contribute more that he feels free to help himself to. I don't think you should have a joint account with someone you aren't married to, as there is absolutely nothing stopping him from emptying the account entirely without your permission.
