I showed my Texas license in 1992 and since an American in our republic was a novelty, the police said come at 5 pm and it'll be ready. (Without the ubiquitous lines of that time in Russian history...). When it expired, I did all the paperwork and waited a little more. My last renewal was a year ago. Our son has a school buddy, a real friend, whose mom communicates with my wife. She works in the driver's license office... as does our neighbor across the hall. Again, "Come at 8am..." Soon was called "MARC!!" with no line. Applications and fees must be done, of course; connections simply make the process a couple hours at most, quicker. Passport or other ID must be presented.
If one is not licensed, a driver's school is a must.
