No, not in general, as there's no such thing as an unhealthy food, only unhealthy diets. Many doctors and dietitians would strongly recommend against banning your favorite foods, because it's okay to eat junk or 'treat' foods here and there, plus eliminating them completely will only make you want them more.
However, there are ways to make a burger healthier.
If the burger is a single patty on a wholegrain bun and is cooked via grilling or baking, that's better than double burgers which get fried, and it's better than a white bun. It's also much healthier if salad is added instead of condiments like ketchup.
This is because beef is a very rich source of iron, vitamin B12 and protein, and if cheese is added, a source of calcium and another of protein is also included, although this can also add quite a bit of fat too. Salad added increases the vitamin, fiber and mineral content. While condiments add flavor, they also add fat and salt, too much of which can be harmful to health.
