How come watching high quality gaming videos at 60fps doesn't require high end GPU, but playing the same game does?

To put it in simple terms, a video at 60fps is just 60 images displayed per second. Those images already exist (created by the GPU of the person who originally played the game) so there's no effort required from your own GPU.
When playing a game, the GPU not only has to display the images, it also has to create each image from scratch based on data in the game. That is what requires the processing muscle.

A video is just a series of images displayed very quickly. It doesn't take very much effort for the computer to display them.
But to display the game the computer is rendering those 3D images in real time. Drawing the shapes, textures, calculating what parts you can see and what size they should be, even how light sources affect them. It's a very complex process.

To WATCH it you are simply playi8ng back a movie. a really simple task.
But when youa re playing the gam you are BOTH playing back the movie AND performing all the ligicrequired of the game. All that extera logic can losw down thje video processing

Because there is a huge difference between building the scenes with full, smooth, motion on the fly while the game is being played rather than merely playing a video.

Playing the game involves complex interactive calculations- moving the characters about the screen for example. Playing HD videos needs a lot less computing power
