What do you wanna do as an actor? If it's theater, you can do that anywhere. If it's as a hobby, you can do that anywhere. If you want to be on local productions (non-national), you can stay there. If, on the other hand, you want to be an actor on national TV and professional movies, you need to be where the jobs are (and therefore the agencies and the connections). That's L.A. and NYC.
The good news, you don't need to move anytime soon. That'd be foolish. You're about a decade away from having to move away. In the meantime, get experience and training where you are. If you live in a small town, you will need to drive (maybe a few hours) to get to the big city where the good acting schools, etc. are. Note that you might find out that acting and pursuing it are not for you after all during that time, so that would save you the move to begin with.
If you survive the years of hard work toward (getting an agent, who will submit you to professional productions), then you will have to move - better be to L.A. if it's television and movies you want, and NYC if it's theater.
