Hela because she was "hella sexy" lol. But in all seriousness, it's either her or Vulture. Hela carried a lot as a villain, in fact, much of the movie relied on the appeal of the character and Cate Blanchett's performance. And she did a stellar job in my opinion. I also enjoyed learning how important she important she was to Asgard's origin, and how no one but Odin (and possibly Frigga) knew. I also loved Vulture in Homecoming, because he made me think. I was questioning the guy's sanity throughout the entire movie. Like when he accidentally killed the first Shocker, and brushed it off so nonchalantly. I also love his devotion to his family, the love he has for his wife and daughter. I like a villain who's unafraid of loving and would kill for the people they love.

Poppy from Kingsman definitely gets third place. I found myself almost liking her because she was so sweet, forgetting that she was a sociopath.

"Favorite"? Hela. easily. She had fun dialogue, great backstory and motivations, and even a character arc where she winds up defending the realm she'd been attacking -- I wanted to cheer for her when she stood against Surtur.

"Best" is probably Pennywise (or possibly Toomes), but the question specifically says "favorite."

I loved the villain in The Shape of Water played by Michael Shannon. He's great at those kinds of roles
