Hourly pay cut for a full-time position.?

I currently work in a part-time office job making $17 an hour. I have no benefits, no vacation pay, nothing whatsoever besides my pay. I do have a very friendly work environment, but I work about 12 hours a week and sometimes as low as 9. I am currently being offered a similar office full time position that would pay me $13 an hour, but with good benefits that includes dental, vacation pay, overtime, bonuses, and guaranteed promotion if I stay there for a year and they like my performance.

When I started out at my old job I was also paid $13 an hour and gradually rose to $17. That is a quite a pay cut. I might get up to $19 or $21 an hour if I stay at my current job, but going to a new one, i would start at the bottom.
Update: Should I take the offer?
