Believe it or not, that is the going rate. My client just gutted her bathroom and replaced everything in her condo. A small bathroom, like yours; and she paid $27K...however, she did tile the floor, the shower area and had a decorative tile boarder go around the room. I was shocked to realize how much she spent. I helped her pick the tile only as she asked my opinion when I was decorating another room in her home.
I would never spend that amount on a bathroom. I would ask for a detailed list of the cost breakdown. If you are in control of researching your fixtures (lights, toilet, sink, faucets, vanity and shower/tub) you can get better bargains. The people who remodel your bathroom do not bargain shop for you, they get what they can when they can get it and mark it up just for handling it. I would get more quotes and even consider a handy man. I mean really, you are keeping all the plumbing right where it sits, right? Do yourself a favor and just research how much things really do cost. You do not need to spend over 20% of the value in your house on a small bathroom.
