Most people, women in particular, are incapable of having flat stomachs. This is not because of fat, but because of anatomy. Every woman's uterus is curved to some extent (some more than others) and it presses on the wall of the stomach, pushing it outwards slightly. So even if all the fat was burned off the stomach and only the muscle remained, this would still not result in a flat stomach. Some girls can have a flat stomach, but that's because their uterus is not as curved, not just because of a lack of fat.
Plus, it is not natural or healthy for a woman to have a completely flat stomach with no fat on it (or visible abs for that matter). A woman should have a natural little pouch on their lower belly. Note that I said LITTLE, this is not an excuse to be overweight, being overweight is just (and often more) unhealthy.
