Most Americans do realize it. It’s a very unpopular bill. It was passed for the donor class.

You seem to have fallen into the liberal trap of believing that all of the money belongs to the government and that allowing people to keep more of what they earn is the same as sending them a check. If the government doesn't get the money first it can't be gone.
