Skinny-fat vegetarian diet?

Hi - I’m a 20 year old male that weighs 182 pounds. I’m basically skinny-fat. I have twig thin arms & legs, but a little bit if belly & chest fat. What kinds of diet changes would you suggest for slimming out my torso & getting rid of my bell fat? Would increasing my protein intake help? Is it possible to lose a little bit of belly fat without an intense exercise regime? I just work so much that I rarely have the time or energy to exercise. But I’m open to trying to work more exercise into my schedule. What do you suggest for getting rid of a little belly fat?
