Does adding water to solutions lowers their boiling point?

I have here a vegetable glycerin. It boils at 290 degrees celsius. If I added a significant amount of water to it, say about 30 to 50 percent, will the combination of vegetable glycerin and water have lower boiling point? Knowing that water boils at 100 degrees celsius.

    Adding water to methanol raises its boiling point because water's is higher.
