As other people say, B and V are pronounced the same in Spanish, but the sound is neither English B or V. It's more an intermediate sound between the two. Check videos out there.
BUT you actually CAN pronounce them differently and people will understand you, they might even like it, if they even hear a difference. The rule that B and V are equal is in my opinion the worst rule of Spanish language.
And, as you say, each land uses (slightly) different sounds, so don't worry too much about that.
