A question for regarding trains in Central Wisconsin?

In Necedah Wisconsin, There's a campground in a state park in which has a railroad used by both CSX and Union Pacific Railroad. I doubt that I'll get an answer from a local there or someone... show more In Necedah Wisconsin, There's a campground in a state park in which has a railroad used by both CSX and Union Pacific Railroad. I've been going up to this property my dad's friend has for years and Its safe to say alot has changed there. I doubt that I'll get an answer from a local there or someone that has been there before.

My question is, why are the Freight trains there traveling alot slower than they used to.

I can recall being 7 and 8 years old going up there, trains used to fly by anywhere between 45-55mph

But after going up in 2012 after 8 years from the last time being there, trains now seem to crawl through Necedah anywhere between 15-30mph. but Why I ask. Safety Reasons? or a explanation of why the railroad lowered the limit. I do know its a rural area that the crossings up there used to have just crossbucks and a stop sign. And they recently installed gates at the crossings. a few years ago.

So if anyone has an answer, I'll take it.
