If you can properly program the front end, then I would think $500.00 would be a fair amount to charge. The website would have to properly load with different web browsers, and screen resolutions.
If you can program the back end, then you can charge more money, but this depends on what you make. If you make a form, and a database, and you put the form on your website, then maybe you can charge $750.00. If you can make a blog, and you put it on the website, then maybe you can charge $1,500.00. If you make a website with a blog, and a form that works with a database, then maybe you can charge $1,750.00.
Regarding the branding, if you can do this by yourself, then maybe you can charge more money, but if you can't, then I don't think you should charge anything.
Regarding the maintenance, if you can work fast, then maybe you can charge $50.00 per hour. If you work slower, then maybe $25.00 per hour would be fair.
