Is the shift from 'global warming' to 'climate change' caused by George W Bush?

His pollster and messaging manager Frank Luntz in a memo said that skeptics were losing the scientific argument on global warming, and if the public perceived this they would lock in the global warmist position. So he proposed talking about 'climate change' to muddy the waters and raise confusion.

    The very first published peer-reviewed paper was in 1956 by Gilbert Plass. The title: The Carbon Dioxide Theory of Climate Change.

    The first known use of "global warming" in a published paper was in 1961 by J. Murray Mitchell Jr. The term was used various times in science papers before becoming truly popularized by Wallace Broeker in 1975 in a paper titles "Climatic Change: Are We on the Brink of a Pronounced Global Warming?" He used both terms in the title, but "Global Warming" is more immediately understandable, and so caught on. Global Warming is the term I was taught in college in 1979.

    Frank Luntz was more than a pollster. He researched attitudes and advised the GWB Administration about wording to use to frame their message and sell their desired policies. He was a spin adviser. In 2003, he advised the administration to use "climate change" because it sounded less scary. It's impossible to say whether the GWB Administration or scientists were more responsible for the shift in popularity. Scientists had always used "climate change" much more in research papers but the general public does not read those papers.

    Luntz also recommended that Republicans baffle by public by spinning that there's no scientific consensus. "Voters believe that there is no consensus about global warming within the scientific community. Should the public come to believe that the scientific issues are settled, their views about global warming will change accordingly. Therefore, you need to continue to make the lack of scientific certainty a primary issue in the debate."

    He was right. As educated Americans came to understand that there is scientific consensus, the public came to understand that climate change is real. There are only a few religious wacko and cranky old men who still deny it. To deny it now, one has to not believe in physics, and to believe that scientific consensus is actually a secret century old international conspiracy of people who study physics.

    It wasn't called climate change from the beginning, IPCC notwithstanding. They needed a political catch phrase and that was Global Warming. When that paused, they shifted to climate change. Luntz and Karl Rove were two of many political hacks that W surrounded himself with. W was never a conservative and it doesn't surprise me that he would worry what the beltway and MSM thought. I wouldn't be surprised if Luntz proposed that and I seem to have a faint memory of it but I'm not sure. They weren't losing the argument. They weren't arguing. They were just afraid of looking stupid which they were.

    The "Intergovernmental Panel on Climate Change" was established in 1988, 7 years before GWB became president, deniers come up with a new theory of name changes based on rubbish every few years, this one seems as well thought out as all the others. Even Kano admits the facts.

    It was called climate change from the beginning, what does IPCC mean?

    As for politics and politicians, all of them twist the facts and muddy the waters.
