Per union, yes. Per company, perhaps, if they have an opening. Usually not per company. You may find another job through the union and take the job in another company or another location, if you 'win' or are accepted into the other position. It is not as simple as you make it out to be, and you have to do much of the leg work, and your acceptance is not automatic, you still have to apply, interview and be accepted, in order to transfer.
