Who's at fault in this car accident scenario?

Ok, so in this scenario there are three cars directly involved with the car accident: Car A, Car B, and Car C.

There is a straight road with two lanes going in each direction. Car A is in the left lane attempting to make a left turn, there is no traffic light or median or sign, but the double solid yellow breaks where the turn is. Car A causes a buildup of cars behind it. In oncoming traffic, Car B stops and signals for Car A to make the turn. Car A makes the turn and Car C in the next lane over hits the side of Car A, Car A swerves and hits a Car D that's trying to make a RIGHT turn into that road. Who's at fault for the first crash, and who's liable for Car D's damage?

    Impossible to tell on the information provided. Were any of the drivers black or Mexican?
