If I wanted to make a Star Wars themed phone game, who would I contact for the rights to do this? Or would my only bet be to sell the idea?

    You would need to contact Disney for the rights to do that. Also don't listen to that other user, if you use ANY of the names from Star Wars and their likeness then you'll get a hefty lawsuit on your hands. Disney are known for being very protective of their IPs

    Make a parody.

    So its almost Star Wars but not exactly Star Wars, shouldn't have any legal problems than mate (:
