Officially licensed sports games tend to run in the tends to hundreds of millions of dollars to develop. A good chunk of the budget is all the licensing fees for all the teams, the equipment brands (Nike, Reebok, Adidas, ect.) & the athlete's likenesses in the game.
While EA doesn't disclose development costs because of all the license agreements... it easily hits around $50 million (likely higher) for the base game. Porting / development for each console they wish to support is significantly lower, but this cost can vary between consoles since it requires individual QA testing & debugging.
With copies (w/o any DLC stuff) going for ~$60 / ea, they generally need around a million copies or more sold to "break even" on the game.
