The root cause is not the landlord's fault. He does not control nor is responsible for the neighbours. You *might* be entitled to expect the landlord to have the house professionally cleaned, pursuant to what your rental agreement / contract says. And the law might support you (not in my state, but you can check where you live). However....
You will be lucky to get any support on that if you do not address root cause, you have civic duties as well as *your* responsibilities as a tenant. If you cannot talk with those neighbours and deal with it, you will have to report them. In *all* states that I have ever lived or done business in, such a thing is a statutory obligation. Check your legal responsibilities under Environmental Law.
The situations sucks for you, and its unfair in multiple ways, but sometimes life's like that.
