Isn't becoming more and more likely that only countries like Russia and China will host the Olympics?

I agree that Russia and China are going to host more than their fair share of Olympic Games. Land-hungry nationalists from both countries view the Olympics as a way to gloss over their pervasive misbehavior as they give big construction contracts to well-connected oligarchs. From the leaders' standpoint, it's win-win with other people's money.
This means the International Olympic Committee is necessarily complicit in despotic regimes' PR. And happily so. After all, the IOC gets what it wants: a sprawling plaza with dozens of world-class venues at no cost. The IOC is knowingly a tool, but since all its members are getting their slice, there's no reason for principled reform.

no there are always cities that bid on hosting the games and the IOC likes to rotate the games to different parts of the world rather than have them in the same place or even in places near where the last one or two games have been.
