A foreigner must have a partner who is Thai native for biz ownership sharing and get all the paperwork to establish a business.
If one is thinking of a hotel or such, the procedure is arduous not counting the problems of renting a space and insurance.
A foreigner will need a trusted Thai law firm, too.

1)You will need to find a Thai partner or director or nominee who "controls" 50% of the business.
2)you will need a capitalisation of at least B2miliion
3) you will need to pay "protection" money. This can be minimised if your partner/director is Thai general.
