Why do I have to constantly ping devices on my network?

It is attached to a 16 port unmanaged switch where all devices are attached. All devices on my network will "stay awake" if I'm continually pinging each individual device. If I am not pinging a device, and attempt to connect to it, there is a 15 second delay. Also, notable is that, when initially pinging a device, the first request times out, the subsequent pings are successful and will remain so until I cancel. I should also mention that the ARP table looks great regardless of whether I'm pinging a device or not. Any ideas what might cause this? Or more information needed?
