Yes. You need to be registered at your current address, so you can vote locally. It's the local council that actually runs elections - keeping up the register, booking polling stations, printing papers and doing the count - so your new council (district council if you also have a county council) needs to know.

There's no need to deregister where you were before - the local council there will undoubtedly work that out for themselves.

Of course you can move between countries within the UK! It's all the UK, and wherever you go, you just register at your new address in the same way. You're too late if there is a local election where you are on 4 May, and you have until 22 May to do it in time for the general election.

How can you move countries when you havent moved out of the UK. You are in the UK wherever you are on these islands ?
As the election is so close I would contact your local council and ask for an urgent registration.
