What are U.S. National Guard hair/grooming standards like?

Do they shave your head upon arrival to basic training? And once completing basic, do you have to keep hair/facial hair at a certain length and style?

Yes, they shave your head at basic. After basic, you need to keep your hair in accordance with AR 670-1.

    "3–1. Personal appearance policies

Soldiers will present a professional image at all times and will continue to set the example in military presence, both on and off duty. Pride in appearance includes Soldiers’ physical fitness and adherence to acceptable weight standards in accordance with AR 600–9."

Enforcement is based on the NCO.

You do not have to cut your hair prior to basic. They will give you a hair cut shortly after you arrive. And afterwards you are expected to keep yourself clean cut and presentable.
