Was Bill Clinton from the Sun Belt?

My history textbook, published in 2002, said that every president elected from 1964 until then was from the Sun Belt. The Sun Belt was defined in it as including each state stretching from Virginia to Florida, and then California, Texas, and Arizona. While this would apply to Lyndon B. Johnson and both Bushes (all being from Texas), Richard Nixon and Ronald Reagan (being from California) as well as Jimmy Carter (being from Georgia), how does this apply to Bill Clinton, who was from Arkansas?

    Two thirds of California and the southernmost quarter of Arkansas are in the Sun Belt.

    All or part of these states are in the Sunbelt.... California, Nevada, Arizona, New Mexico, Oklahoma, Texas, Louisiana, Mississippi, Alabama, Arkansas, Florida, Georgia, South Carolina, North Carolina, and Tennessee.

    The author(s) of your textbook have an unusual definition of the Sun Belt or else a poor knowledge of US geography.
