In the case of the Federal Government, essential workers tend to be those that are (1) on a recall roster in case of emergency (need to be called in to make decisions or perform processes), and (2) required to report to work even in the most dire of circumstances (bombing or disaster).

An essential worker is one the organization could not function without. Typically, the essential worker is more highly skilled or qualified than the non-essential, as well.
