Public record request being denied for copyright grounds. Is this legit reason to deny public record?
Can a public record be denied for copyright reason or is this just a excuse not to comply with a public record request? My understanding is that government employees don't like public records request to begin with.

I don't see how something can be public record and copyrighted at the same time.

Yes it is a legit reason.
