Describe the meaning of the term “super-presidential system” in relation to the Russian political system.?

    Super-presidential system is a form of independent government structure that can't be controlled by an executive, a legislature, and a judiciary.The main indicator is a hypertrophied unconditional presidential authority. He's a head of the government, parliament and army (which leads to the huge concentration of the power as the armed forces can play an important part in the collision). The president also possesses emergency powers that can be effectively used (misused) in any kind of a conflict. A great example - is the Khodorkovsky Case - a wealthy businessman is put in jail for refusing to share his revenues.

    Also the president appoints his representative over seven federal districts (the official purpose - they have plenary powers to ensure the execution of constitutional legislation)

    Another common train is the lack of the opposition. Right now the "presidential" party "United Russia" (also known as Medved/Bear) prevails every other political parties combined. Any open criticism of the government is looked upon which is easy to do as all the main media belong to the president as well. Obviously we can't talk about healthy state of the country - corruption, the total control etc. The only time I can think of it might be a plus is a warfare, having to defend it's own land.

    But these days it's more about super-prime-ministerial system in Russia

    The word "super" means above. The President has unlimited power that cannot be control by legislative, judicial branch or even within the executive branch. In a super presidential system, the president has emergency powers that can supercede the authority of the House or the Court.

    The Russian President is pretty close to a super-presidential system. For example, the President can throw political opponents into jail.

    Another related idea is super-legal system. For example, the Chinese Communist Party is a super-legal entity which is above the law.
