I m sorry that you have doubts about this. Or perhaps you re just looking for others opinions to get what the general census says. Either way, I m sorry for those answers who are being cruel to you. I don t think you re a moron. I feel you re fairly brave to ask this, whether it be to clear away doubts or to get different opinions. Either that or you don t believe they should be able to vote; in that case, I pity your view and I feel you are misinformed and/or misguided.
With that being said, yes, I believe that people of color should be able to vote in ALL election processes. I believe anyone should be able to vote, regardless of race, gender, sexuality, etc,. If people of color were banned from voting, that would, first of all, be violating the 15th amendment which made it illegal to bar people from voting on the basis of race, color, and/or creed. It would also keep them from having their voices heard, which would lead to others thinking they can speak for them instead. That can lead to things that don t improve their rights or even decrease them.
