No. Never heard of fully noted before. Probably said by someone who didn't hear the phrase duly noted correctly. which means correctly noted.

Fully noted means, "I understand everything you're trying to say, and everything about the situation."
Duly noted refers to, "I have just been proven wrong, but I still think I'm right because this is my opinion."
