First, go to the website for the school you want, and find out what their transfer requirements are. It may be that, once you've completed a certain number of college credits, they won't even want your SAT/ACT scores. Find out what they need of transfer applicants. Then go to a community college and focus on completing any required courses they listed for transfer (if any), and doing well in your classes.
Second, apply to both - apply both to the college you really want, and to the cc. See if you get into the college you really want, and what, if any, non-loan financial aid they offer you. Run the numbers, compare the costs between the schools (calculating what you'd need in loans for each one), then decide.
