    Upgrading the CPU will not make a noticeable difference.  If the computer is equipped with minimal RAM, then a significant increase will hasten the boot process.  But, as has already been suggested, the biggest boost is from an SSD — but that's if you're now using a conventional hard disk.  If you have a hybrid hard disk, however, the change in boot time with an SSD will be smaller.

    Not really. If you want Windows to boot quickly switch to a solid-state drive instead of a traditional platter hard drive.

    more ram always helps, but only if you dont have much to begin with.
