There are at least three reasons why it couldn't work.
1. Anyone who actually worked would see their efforts being used to support the idle, criminal and careless community. Of course, the very young, very old and disabled need support from the bulk of the working population; but the hangers-on, the indigent, the stupid and the selfish would also get supported. Eventually, the workers would strike out to retain their earnings and not to pass them on to the others.
2. In the centuries ahead, actual work will become a minority activity. Machines and other technologies will take over from human labour and maybe from human brain work. If so, how will anyone get paid or prove their worth in the productive process or acquire self-esteem or personal satisfaction. Your idea would make everyone equally worthy of their share of aggregate income; whether they have talent or not; whether they are good members of society or not. Eventually, the good members will rise up and eliminate [murder?] the spongers.
3. Politicians will never see themselves as part of a communal system. They will always adopt the style of leaders, law-makers, controllers; who are worth more than everyone else. This is the case in all communist/communal systems; in Russia, Korea, Cuba, China etc. There will always be a ruling or governing class who will take more than their share of the aggregate income and wealth. Eventually, the common people must rise up and eliminate [murder?] their politicians. Everyone will want to see their own share increased; to Hell with the communal ideal.
